e690b54bc6 Update docker-compose configuration and dependencies 
- Changed service from expose to ports for MongoDB.
- Added user directive to run as root for file permissions.
- Updated ROOT_URL to use a specific IP address.
- Enabled DEBUG mode in environment variables.
- Updated @babel/runtime version in package.json and package-lock.json.
