bsag 5e7fa85096 Added an XSLT file so that the manual can be compiled to HTML and LaTeX automatically. 
Updated the manual following suggestions from Tim Madden: sources of installation instructions for Linux users, a reminder that the database is being updated from 1.043 to 1.5 with rake db:migrate, and some new links for easy installation and hosted options.
